Abstract

It is of the govern support that were given to the Little rural producers in form of subsidies for the infrastructure and technology of the productions have had very por results, meaning a waste of economic resources and delay in their rural development. This is due that there are problems in capacitation, this is why we consider relevant analyze this problem to make a better and more effective methodology. In the making an extensive work in 2015 we analyze critically the methodology of the proposal work by those who directed the operation of the program in order to have better results and, as we were signing the problems in the making of the work, we were making a theoretical support of our proposition, with the intend to make better the objectives of our extensive work: the needed learning to pass from a cattling goatish of pasture in arid zones to one of semistabling to have more productivity.
