Abstract

This article aims to identify the direction of rural credit policies in the country during the FHC and Lula governments, considering the importance of access to credit for agricultural sector development, the inequalities generated by the creation of SNCR and several changes after the Real Plan. It presents the main lines of agricultural credit, the volume of credit offered to the sector, the regions most likely to benefit, as well as the states most benefit. The development of resources shows a steady increase in the period 1995 to 2009. Since the main beneficiaries were the regions South and Southeast and the States most benefited were the Rio Grande do Sul and Parana. And this increased credit helped to increase grain production, and this production was reduced only in years when it was hampered by weather.
