Abstract

Este documento contiene las recomendaciones institucionales generales para la financiación climática y específicas para los sectores de AFOLU y Eficiencia Energética. Como arquitectura institucional general se propone: i) Seleccionar e implementar una alternativa de Misión NDC, ii) Definir una entidad encargada de la estructuración de proyectos y iii) Definir una entidad encargada de reducción de riesgo de proyectos. Para las propuestas institucionales de AFOLU se proponen medidas habilitantes y medidas institucionales para el sector forestal, como lo son la optimización del mercado del carbono, la creación de un fondo financiero forestal como banco de segundo piso y la creación de una Empresa Industrial y Comercial del Estado o una Empresa de Economía Mixta. De igual forma, para eficiencia energética se proponen medidas habilitantes y medidas institucionales, como la promulgación de una Ley de eficiencia energética y la creación de una agencia de eficiencia energética.
